I feel like using this site would be a lot easier if it would say something like "[so & so] is typing..." when somebody is typing in PM's. That way you wouldn't waste your time waiting for a response only to find out that the other person isn't even online.
I feel like this would cause people to freak out at me immensely. I have a strong habit of typing out a message and then doing something else when things pop up. I know a lot of people also write their posts in a different program and then copy/paste it into the site to send (to prevent accidentally losing their posts) which wouldn't make this very useful.
I think it's a feature more fitting for dedicated chat rooms and IMs, and not so much for forums where people don't reliably use the chat function to begin with. (In those kind of chat rooms there also tends to be some level of drama when people start typing and then choose not to send a message - people call it out and it's uncomfortable.)
I'm not inherently against this suggestion, but it's for sure one I wouldn't feel inclined to opt in to personally.

There's actually a very simple solution to your problem, Fluffy!
If you have a partner who is responding right away for a little while, just ask them to let you know when they will be stepping away. That way, they're not responding every five minutes, and then suddenly not responding for over an hour. I do this with my partners quite often, and on my end as well; if I'm responding fairly consistently, and then I have to go do something, I usually let them know! But my partners also know that sometimes I have things come up and my responses will be delayed.
Clear communication with your partner, and a request to be 'in the know' when they have to step away, will fix this problem easily

We don't monitor when someone is or is not typing, so we're unable to tell you. Also; a LOT of people report composing RP posts in notepad or other things before pasting it into a PM.
However! Perhaps setting up push notifications would allow you to more confidently go do other things, knowing you'll get a heads up when that next post does arrive? https://www.rprepository.com/help/push-notifications
