The entire city was buzzing with a hum of excitement as they went about their work. A coronation only happens every once in a while, and this would certainly be one for the history books. The first Sighted heir in recorded history is to be crowned in a matter of days and everyone is participating. The tailors are working on outfits for everyone in attendance, knights perfecting their crafts for the tournaments, performers and entertainers flooding in from every edge of the content, cooks and bakers working day and night to create the perfect recipes for the party. Aldrick Mourningstar is no different. Working alongside his daughter they have created candies and pastries fit for a king. At least, hopefully.
On the day of the coronation everyone scrambles to the palace grounds. Setting up booths to sell their wares or just trying to claim the best spots in the ballroom or the arching halls. Quill runs into the palace to see if she can find an old friend of hers only to run into a man she's never seen. Giving a rushed sorry she didn't seem to notice the shocked way he stared at her as she ran off.

Basically, a Sighted person in this universe means they can see the strings of magic in the world. It can be overwhelming and many in history have gone mad from just the sheer overwhelming amount of clutter in their vision but some found ways to keep themselves calm. Along with this they can see the strings of fate. From mythology it's a red string attaching soulmates together. Quill and this heir are soulmates (Which isn't inherently romantic! It can be, and I would like that but it's not necessary! It can just mean they are extremely close but not romantic if you'd rather!) There would be court drama if he acted on it, or they could go about in secret. Mind you, Quill is skeptical of this sort of thing so she wouldn't fall in his arms the moment he tells her (if he ever tells her about the strings of fate!) He would have to win her heart all the same and she would work for his affections later on too!
As for character traits for the heir I think Quill would go good with someone who is protective since she can be a bit of a pushover in some cases.

If you're open to playing this scenario out in potentially more than one way with different people, this character is the heir to a kingdom/empire. And as a matter of fact the world he's set in already has things akin to the sight you mention, and soul mates, though I hadn't thought about tying them together into one ability.
Sight was more used as an investigative tool at the site of magical crimes in the original RP I developed him in (and yes he was one of the ones that had it, too), but I am certainly open to adapting to better suit the idea you have.

But I'd be open to plotting it out with you as well! Two very different characters in the heir position should make for two wildly different stories!
