Steampunk is basically the alternative awkward start of technology, the puberty of science if you will. There are also different versions of steampunk, or its technology amount more so I guess. Steampunk can also essentially be fantasy with just a hint of technology in it, or, like bioshock, it can be an alternative technology based society. In more fantasy based steampunk a popular character is the clockwork man. While steam powered utilities are what give the genre its name, clockworks play an equally large, if not larger part. Examples of steampunk are Legends of Kora, Bioshock, the human race in Rise of Legends, and any air ships in games such as Everquest II.
P.s.- In some instances steampunk and fallout are very similar, although I am not too certain fallout is actually a genre, though it is a scenario. Fallout scenarios can even have elements of steampunk contained in them.
