Possible!
What if labyrinth was the key?
I'm in and out right now, doing something for D-man
Oh, the key was definitely garbage, but the phrase was still garbage, I meant.
While we're assembling facts: There have been six bottle messages relating to this puzzle. May want to make sure those are included in your assemblage.
Alright, time to open up every bottle in the armory.
I've seen four of those messages! Let's go see what the other thread has to say.
Oh, five: "The koi cat is not the one who's pointing", too.
And from the messages thread: "Puzzle 2: Your key begins with the chosen letters".
Which seems to point back to things being a keyword cipher: you stick your key at the beginning of the alphabet, pulling out all the letters that are in the key, and do a substitution from there.
Yeah... maybe the key is LONGER than "BHARTVOG" ?
Okay, so shall we make a list of all the clues we have so far?
Clues Assembled
Your key begins with the chosen letters
The koi cat is not the one who's pointing.
The pointers in both the comics and the video must be utilized.
Move your chosen letters to the start
You can shift in directions other than forward
Shift the number of displaced letters
A phrase where we enter
Look where I point
Your cipher is your key, but shifted

A key always ends up the length of the alphabet, in doing a keyword substitution cipher - it's just how the letters are jumbled around at the beginning (and in the middle, due to the key letters being pulled out) that create the encryption.
Yeah. But, here's a thought, what if we put the key at the END of the alphabet?

I hope one of the collections is for empty bottles!
Well, I mean, one of the messages is "Move your chosen letters to the start".
Yeah, but there may be more beginning-jumbling than just sticking BHARTVOG up there... and Nightmare, it does say to move the chosen letters to the "start." I guess that doesn't necessarily mean the beginning of the alphabet, though.
Hrm hrm. Tried rearranging our pulled-out-letters in alphabetical order, shifting, and using that as a key - didn't work.
I'll try to start brainstorming ideas.
If we are looking at a 2-layer encryption, wherein the garbled phrase is encryped using a keyword, and the keyword is encrypted with a shift/Caesarian... that just means we have to figure out 1) How to turn 'BHARTVOG' into the right keyword and 2) how much to shift by.
