Merfolk! Mermaids! Mermen! Verenry is part of the underwater community of merfolk who roam the depths of the oceans. But pirates are a problem...
Not only do they cause harm to the ocean by throwing things overboard, but they hunt the mer-people now. Thinking that every creature from the deep will throw their boats over, they've begun "hunting" for sport, pride, trophy, and in hopes of getting information for some secret artifact.
But what artifact??? Verenry doesn't know about the rumors and stories being told on the 'land-world'. But after a boat crashed on the rocks, he's met a man that is very certain Verenry knows something important.
(Romancing can be an option. mxm or mxf are okay.)

Magic is rare, but not unheard of. Mundane characters may or may not believe in it. Magical characters may form small and exclusive pockets for study, protection, etc.
Industrial revolution
Unrest may be part of the setting, but any scenes that happen to involve combat may be summarized.
