So I've been on here on my iPhone(4?) the last few days, and I've noticed the stapler click for new posts works in the chat volume section of the options, but in the actual chat it is silent. Why is this?

Yes I've checked: my volume on the phone and the chat options aren't on silent/muted!

I'm actually stunned it works in ANY situation on mobile -- everything I know about mobile tells me the sounds we use shouldn't work with an iPhone! So I can't answer your question.

...oh Well then, nevermind my wondering.

The chat works for me as well via mobie. no sound on mine either.
