The directive might not technically hold much weight, since the Terelain Star Kingdom isn't actually a member of the Interstellar Senate, but does maintain a representative there. Plus, the IS only holds jurisdiction on Senate Space, which is the region where the Terelains are from, and so they have no authority over a non-signatory nation in the Deep Frontier beyond Known Space.
Still, if Tanner wants to start throwing directives and codes and guidelines around, Jikan can too.

Quic question... how effective would an EMP weapon actally be in a setting like this? I mean, they work primarily by causing a short burst of intense EM radiation to cause power surges and disrupt electronics, but if a ship's superstructure was deisgned to act like a faraday cage, the EM radiaton would be dissipated throughout the hull and not reach the electronic systems, an further such systems would logically be hardened against EM interference.
I mean, the Terelains haven't encountered EMP weaponry for a long time, but they did encounter it in the early days of the Second Great War, as I think was mentioned in the other RP, so I'm pretty sure countermeasures in ship design would have been taken... and the Terelains tend to leave bits and pieces like that in place due to the whole 'long view' thing a species like their's takes, namely that 'we might need this again later in a couple of hundred years'.
Now that I think about it, would it even get past the shielding in place on the ships, since that's effectively a concentrated lattice of radiant energy anyway? Might not crossing the shield boundary disrupt the waveform the EMP,? This would stop it from causing a similar waveform within the target device, which is what I think causes the disruption/damage.
I mean, I assume that critical systems like life-support would have some kind of protection so you don't insta-kill the crew, so what's stopping me frm extending that defensiveness to other sytems like weapons, shields and whatnot? Besides the expense...

Oh, Duh! I meant Energy Magnetic Pulse. Its stronger, and newer than EMP. It sends out an Energy signal, like Psychic weaponry, that actually cancels out the electric signals!

EMP weaponry in general is kinda of...hmm....
I'll say this, if you utilize the basis of EMP weapons and concentrate it proper then you have a better chance.
Personally, EMP weapons are sort of a opening shot type of weapon to disable, small craft or nonshielded vessels, or say ground side installations.
There is a probability they could work against shielded structures though.
Youre probably better off with an electron beam or something.

Well, the EMP I made is designed to destroy shields. It does it based off of a certain set of principals. Here they are.
One, the shield generator can only absorb so much KE (kinetic energy), before it gives way. The EMP is designed to overwhelm the generator by shoving constant energy into the shields at a rate of a helluva lot a second.
Two, the electricity the ships use can be canceled. See, electrons are negative, so electricity is, of course, negative. So, my EMP is positive. Bam, instant cancel out.

Wouldn't that work better as a beam, not a pulse then? Since by definition a pulse is a short-duration event? You'd have more chance of overloading the shields with a long-duration high-intensity energy bombardment, like from some kind of directed energy beam weapon, than a high-intensity pulse.

Sounds like a very interesting version of the Eldar. Only problem is, you guys can control your Warp. Which makes it your disadvantage. See, how many ships can follow us? Our shields are designed for that!

Think about it. If you control your environment the way you do, what happens when someone tries to go there? They can adapt instantly. Controlling the environment can become a safety disadvantage. For instance, because we don't choose to control our Warp, we can fly through it unharmed. Why? Because we have Warp Shields, Psychic Shields, and normal shields on our ship. What does that do? Keeps us unharmed.
I see, so no one can follow you into the Warp without the same defensive measures as you.
Adding psychic energy? I dont see how that'll add to overloading shields...atleast the Coalition ones anyway.
Dont get me wrong though, EMPs will hurt, they will cripple an unpreped ship but it wouldn't completely dead it.
