I have some staff members who were active before and would roleplay a lot, but recently they've been very inactive.
Is there a way to get them to be more active, or do you have to replace them?

Start by talking directly with them. Find out why they are inactive, and if they have an interest in becoming more active. If it's no longer a good fit, wish them well and open applications for new group staff.
