Is there a group or community established here for NRP already? Just wondering so I don't go ahead and step on anyone's toes, I figured that this might be the best place to ask. I'm looking for mostly modern settings, not space-opera/interstellar science fiction.

What does NRP stand for in this context?
Durr, sorry. My mind slipped up, I forgot to put it out there. Nation Roleplay.
I apologize for any confusion.

Way to herpderp Otto. Speaking of, he brought me here so there's at least two of us interested in Nation Roleplay.
Oh man that makes so much more sense than my first thoughts. I was all
"Neighborhood Renewal Program? Nonribosomal peptide? No Religious Preference?"

Sorry about that! I know acronyms can be elusive at times, I'd just got into the habit of using it and not explaining what it was over the past year or two.
what is a Nation Roleplay?
Nation Roleplay is a genre of roleplaying that is done through the medium of nations. Instead of a single character, the player controls a group of several to a whole nation (as the name indicates). It works on the same basis as individual character roleplaying in that it's story/character driven, but simply in a different setting and on a different scale.
Think of it as a smaller sort of roleplay genre, like fantasy or science-fiction, but instead of the setting varying, it's the medium.

its the rp version of risk!
Do you play as an assortment of people from the nation, such as a president and a chief of staff and various ambassadors? Or as a nebulous nation concept?

The former, almost precisely! While many people who play NRP are fans of history, we don't want to write things like an academic paper. The way I like to approach the matter is that, while I am controlling the direction and choices of the nation, I dislike coming straight out and just saying: "X has taken this stance." That just seems flat to me.
I like to show what's happening through characters (From a head of state to a gas station clerk) or media institutions (newspapers, television, the internet). It's an acquired taste of sorts, but the bug's bitten me and I can't shake it after five years.
I can attest to how powerful the NRP bug can be. It's an incredibly immersive way of writing and allows an event to be approached from many different angles.
While I have seen some NRPs written like history essays or whatever, the more interesting (and technically better) have been those written in a similar style to Ottoman. I've tried my hand at it myself, and it can be rewarding if you can keep track of all of it in your head.
