I'm still relatively new to RP'ing so can someone please tell me what a modern setting is.

Pretty much what it says on the tin. A 'modern' setting usually refers to one that takes place in the present day or pretty close to it (maybe slightly in the future, maybe slightly in the past). Modern doesn't necessarily mean 'completely realistic'. It can include fantastical elements like vampires or magic or blah blah, they're just present in the context of the modern world rather than a medieval or low-tech fantasy setting.

Lolctopus explained it really well! I love combining modern with some fantasy or sci-fi myself!

I've always used a general rule of thumb with modern settings. Most things that are post industrial revolution are considered 'modern'.
