So the scenario is this! I have an RP in mind (a fandom RP because I'm apparently a NERD), and while I have the plot sort of set, I don't have the structure of the RP itself down. Still, I didn't want to put it on the site (incomplete or complete) unless I knew others were interested. Is it considered appropriate to post in the Looking for RP section if I'm just trying to see if there's enough interest? Or should I wait until the RP is complete and I'm ready to actively look for people? Is there a more appropriate place just to see what interest there would be?

That is certainly appropriate and the right place to go! There are plenty of folks that post up vague ideas and then put the RP together if/when they get interest.
