Please place a note or a link on the icon upload page for user and character avatars specifying what is and isn't acceptable content for avatars (aside from the obvious restrictions like pornography or inflammatory content.)

A pet peeve of mine is being reprimanded for breaking an unintuitive rule I was never informed of in the first place.

Do you mean character avatars...? It's usually good etiquette not to steal other people's art... It's good manners to put an icon that somehow represents not the opposite of what you're going for, like an anime girl in the sunshine when you're playing a violent drow-dark elf guy. But hey, whatever floats your boat. And yeah, using porn and inflammatory content aren't cool either. But like. You can have a sunset on there for your dwarf mage or your chef or your anime furry or whatever you want, I'm pretty sure. As long as it follows site rules and general internet rules. I'm not sure I understand the request, though.
Sorry if I've offended or misunderstood you in any way, it just seems a little unusual to me!

So far as I know, the only restrictions on avatars are the same sitewide restrictions on all public content. If this isn't the case, then yes, a note about the additional restrictions would be appreciated.

Architect, you should probably review the site rules for public areas, which is PG-13ish.
