Ok the premise here is to give people a way to use more images beyond the limit but without actually permeant increasing the cap. This would be done by allowing people to "steal" gallery slots from one character slot to use on another one. So let's say you want to post 25 images for one character, well another character will have to settle for only having 15 slots to use to make up for it. So in the end of the day, you're not creating more slots, just prioritizing where you want to use them.

Now I don't know how difficult it would be to code something like this as I'm not a coder, but I'll leave that up to Kim to decide if this is feasible or not.
