We're gonna have to get that higher if we want to be able to solve those last puzzles.

Hope requires quests though. >.<

Or keeping the refugees fed and sheltered enough.

Hope can also be raised by just keeping food & shelter above the required threshold for long enough (hourly check)

How much hope is needed to get those puzzles open?
