Isn't there always a wave at the top of every hour?

There usually is, yes.

I think waves come at the hour and then also have a random chance of happening when someone does a quest item.

I didn't notice any new spawns the past hour turnover, but most of the time they'll show up when the hour ticks over.

(This is also why it's bad to make a rush at the enemies too late, and also why it's bad to pick off the easy ones before the harder ones - there's a chance they'll be replaced with something else that's hard.)

...But we should probably try and make a push at the top of the hour for one of the gates, if we've got enough folks around. There's a few guesses to be tried on the puzzle-symbols, and it'd be nice to be able to give folks a chance to toss things in at the collection symbols.

There's a maximum number of monsters for each seal, and we've been at the cap for the last couple of hours I think! Not that it always tries to spawn the maximum number.

Right, yeah, I think they're at five or six apiece for the cap right now.
