For those of you wondering how this answer could be arrived at, here's a quick explanation.
This was of course about the planet that we built together as a community last year, Auruta 90DX!
Clue 2 leads us to the TBCLUCGSOPARKMISSMSCTAS Arcology Project (Page 62 of the setting document) in Pik-pik-lacorum, where we learn that the Bhombil have started to build an arcology project so ambitious they don't actually have the technology to complete it; they just hope they will eventually have a scientific breakthrough that lets them get it done!
Clue 3 refers to the sponsor "Glacier Step’s OPAR." OPAR is an acronym for Ol' Parks and Rec, the AI in Glacier's step that is responsible for that city's Public Recreation and Morale department. We learn about Ol' Parks and Rec in the sample plot "Race to the Pole," which starts on page 73 of the document.
