How can I see if I've connected one of my characters with someone else's character already?

Go to the character management page (Your stuff > Characters > Edit (character name)"
Click the relationships button (it's got a big heart)

All connections will be listed there

does anything happen when two characters choose the romance option for each other?

They're both listed as considering the other as a romance?
