this is a world where superheroes and superpowers exist. and along with superheroes, there come super-villains as well as vigilantes. super-villains are exactly what they sound like, people with powers who, for whatever reason, decided to become a villain. vigilantes are self proclaimed heroes, unlike pro heroes they don't have to have powers, and they just fight for justice, the only issue being the fact that they do not have a B-192, a Hero License and therefore, what they are doing is very much illegal, causing pro heroes hate them and try to arrest them at every chance. Pro Hero society, though a good idea in theory, has become corrupt, with most heroes tending to ignore the 'smaller' crime, instead, fighting their almost comical arch-nemsises. there are non corrupt heroes though. idk why I feel this is important, but, super-villains, unless they actively interact with society, tend to wear costumes, all vigilantes wear at least a face covering of some sort, since most of them live normal lives, and want to avoid getting caught by heroes at all costs. heroes all wear costumes, but wearing a face covering is not a neccessity.
hybrids are allowed, as are multiple powers, just please check in with me before giving them multiple powers
