The title is self explanatory. Please help
Go to this page: https://www.rprepository.com/index.php/characters/mine
(I got there via the 'Your Stuff' -> 'Characters' menu)
Then click on 'Edit [CharacterName]' button above your character. That'll take you to a Manage Character page. From there, click on the current profile picture (in your case, the gray question mark) and that'll take you to the page for uploading a new one.

(I haven't tried it from mobile... not sure if a few things might be presented differently if you're trying to do it via a phone!)
