Any tips for someone who's not so good at complimenting others? I don't know where to start.
Perhaps focus or make a little note-list on a piece of paper on what you do like about their character or role-playing style?
Examples:
Are they good at descriptions?
Are they imaginative?
Are their plotlines always dynamic and engaging?

OH goodness, I always panic about Kudos myself. Hmmm, I'd say, try to summarize what you like about the person/character you're leaving kudos for.
You can describe what you like about the person: informative, helpful, kind, funny etc.
Describe how they've made the RP more interesting or how they surprised you with plot twists, character development, random ideas, etc.
And you can add something about why someone else would want to RP with them. I should give out some kudos...

I think the easiest way is to understand that kudos are mainly recommendations rather than just a compliment. They should tell the community why they should get to know that person. I think it becomes easier to write them when you write them as a "You should get to know them because..." kind of comment. It helps you formulate what good qualities they have and serves as a complimemt simultaneously.

I'm not good at recognizing/describing what I like about how the person RPs. That's kind of what I meant. I can admire certain qualities in writing without knowing what I'm liking… Something like this: I can say "this fits in really well with the rest of the paragrah somehow" or "wow, I like how this part goes", but not knowing how to word why I like it. Maybe it's an English-as-a-second-language thing? I can't often word things well. How do you say you like the way everything they write 'fits in well' with everything else that's going on?

Just like that would be good. If you like the way everything fits together, say you like the way everything fits together. It doesn't have to be detailed or profound.
For example, my main roleplaying partner has a gift for dialog- she manages to give all of her characters a distinct and recognizable 'voice' in her writing. Don't ask me how she does it; if I were writing her a kudo here, I'd just say that I love the way she writes dialog.
Not sure if that helps. If not, I can try again, no worries. ^^

Dialog- that's a good word.
I'm afraid of not being coherent if I say 'everything fits together' (if someone said that about me I'd wonder what they meant), and of not being able to go:
'voice' ---> 'dialogue'.
'everything fits together' ---> ???

Probably coherency/consistency would be my best guess. If I'm remembering right, you said that you liked how what they wrote fit with everything else that was going on, so you could say the way they write meshes well with other players.
Don't be afraid to keep asking for clarification, I am more than happy to help in any way I can. ^^
