I think it's done at the enchanting tables, and is apparently pretty involved. Generally takes a team to make them.

Just what they ended up with, I suppose. They all have various colored packets.

You can. Probably be good to replant a bunch. Takes a lot of wheat and corn to make feed for the cows and chickens.
