When banning a person, they're able to rejoin the group presently on another character and abuse the system. I've had this happen before in my group (or maybe they're just abusing multiple accounts, I guess?), on top of having to manually remove every one of that person's characters. It would be nice if banishing a character also banned that person's entire account and removed them from the community. I understand that there's a certain degree of privacy expected with anonymous characters, but it shouldn't be at the cost of an overall community's wellness. This would make things easier for groups that have many, many members that are difficult to track individually.

As written, the group "timeout" feature is supposed to stop all "entities" owned by an account from posting on that group's forums, commenting on group announcements, etc. If it's not doing that, either something is wrong or they are indeed abusing multiple accounts.
It does NOT remove all trace of that person, as those time-outs are temporary.
So yes, agreed: Groups need to be given a method of permanently removing and blocking someone from joining or applying to join the group.
