So I just started to make a new character and decided to browse what templates are available, when I notice something. Almost half of all templates are for epic users only. To be precisely 11 1/2 of the 26 template pages are for epic users only which is roughly 44% of all templates.
Now don't get me wrong, I have no problem with epic users getting access to some special templates, but them getting almost half of the entire template pie seems a bit much. So when the rebuild is done, could we get an infusion of public templates that everyone can use?
In the meantime, perhaps as a celebratory measure towards the rebuild itself, maybe a page or two of the epic templates could be released to public use? Just a thought.

Official templates that Kim has control over are all available for everyone. Epic templates are exclusively member-made and vanish if the member loses their own epic status.
I do think it'd be cool if we could offer up the templates we've made for free use, but then Kim would have to trudge through a lot of really bad code looking for something usable. Free templates, being official, have to all be built well and very flexible, and I'm pretty sure that's still Kim handling that alone.
A few new public ones usually get released each year.

There will always be far more epic templates than non-epic templates because they're made by users and are not official as Nova said.
Though even like you said 44%, that isn't even more. Non-epic templates still make up the majority actually, if they make up 56%. 🤔
How is both taking up almost half and more than half not fair? In a technical sense.
It's not really a matter of 'fair', people just make a lot of epic templates. Kim can't really control members making a lot of epic templates, and why would she? Ya know? That's what it's for.
More official templates will surely be made but if some epic templates are made available for everyone, it kind of defeats the purpose of being an epic member and would require contacting those who made the templates, and reworking the code to be official.

I've never made an epic users only template, other than a simple one to test the epic template creation system. Truly. 100% of the templates the RPR has created are for use by everyone.
This collection will grow slowly over time, but we're unlikely to outpace the creation of Epic Templates, all of which are unofficial and created by users.
