Even though I have yet to put most of my characters into more roleplays, I've got a good enough idea of their personalities. There is however a problem with my character called Holly. All of my other characters are flawed in some way, which gives me a great idea of their personalities. However, Holly's flaws only appear once certain situations happen. I have made my other characters able to 'live their lives' and stay interesting enough with their personalities but I can't really with Holly.
It doesn't help that I'm not sure what time setting I should put her in, I first chose Steampunk, because that seemed to be the type of world the game Dishonored was, and I thought that she would work in that. Now I'm not really sure what to do. I don't know if I should completely change her personality or anything else.

She strikes me as someone who's kind, probably somewhat maternal (from taking care of her siblings), and likely a bit protective, but probably awkward with those she doesn't know, whether because she's shy or because her life just hasn't equipped her to fully understand social norms (leaving her working on assumptions of how the world is supposed to work). Alternatively, she may have trouble interacting with other people due to trust issues, despite wanting friends. That's what I get from her profile presently.

The way you set her up, I'm not sure the period is too big of an issue; you could probably move her around, if that's not something you're against.
The reason I'm considering changing her setting is because, earlier on I moved one of my characters (Dwight) from a fantasy setting to a futuristic setting and I was able to get a clearer viewing of his personality. With Holly, I don't know what the best setting is for her, maybe she might be better in modern times?
