Belial, the storyteller has the final say on his castle and the lands around it. As a storyteller, I have the right to dictate how magic and such works in his lands. If another dream owner or group owner wishes to interact with my character or the people within his lands, I have the right to deny certain plot elements that I deem as unfair toward my dream.
