Anyone in the sellsword/merc social circles would have heard of the King passing a new law regarding the employment of mercs/sellswords. The basic gist is that in order to employ one you must acquire a charter through a magistrate or local authority stating that they are in your service for X amount of time. This was enacted to keep track of merc movements and most are none too pleased about the new order. Those found acting outside of it are often harshly fined.
