One way we could start pushing characters out into this world is to start some of them off at the beginning of their careers as soldiers! As long as one character was a senior Alliance officer and we had several recruits, it would be one way to start off the story and give this group of characters camaraderie that they could carry with them into future more intense plots.
Of course, we'd want more going on so this can't be the only focus to start with, but it's one way to get the UA going at least. Feel free to add on to this idea or criticize or whatever!

Personally, I think you should be the one to roleplay as a senior Alliance officer because you have more knowledge of the world than the rest of us do. I'll try to make a character and post it on the forums, one who is a soldier.
Of course I am willing to do that but it might not be necessary. As long as we discuss at least the tech level and what the weapons look like that would be squared away and I believe the military structure is already written down.
I'm probably missing other necessary information but idk if I have that info or not. I'd have to sift through docs again.

The military structure? What do you mean by that?
Like the different branches of the UA's military. After the basic training, each recruit chooses one and shadows them for ~6 months before becoming a full member of that branch.
If I can remember them all correctly off of the top of my head they are:
The Star Fleet, who pilot the battle-ready spacecraft and wage war that way.
The Military Police, who keep order on Earth
The Crown Guard, who protect and defend important personnel i.e President Dalton, Norton Whitmore, etc.
The Cosmic Explorers, who explore beyond the Lux System to find new and interesting races, materials, plants, etc.
and The Special Forces, which only allow the top members of a Cadet class to apply. They usually run espionage and infiltration type missions.
The ranks I don't have down per se but they will end up being structured off of current US Military ranks probably

That's the exciting thing, they'd be Cadets first, so they wouldn't belong to any branch until they graduated, then they'd each be able to pick. So characters that got along well might go join the same branch together and continue RPing together.

Adding on to this idea, perhaps the IC launches an attack on Mars, breaking a short-term peace contract, and that becomes the main conflict of this plot?
Yeah, that would be a good way to get the ball rolling. Did you want them to attack an Alliance area of Kh'are (the city on Mars) or maybe a mining camp or other outpost, out of town?

Kh'are would probably be the most urgent as it would affect civilians. But, our characters can do a small mission--one before the Mars invasion.
Well yeah but there are citizens of both almost everywhere in the city so that could be risky
The cadets will need to be at least battle ready for the alliance would let them participate, unless maybe they were on field trip or something and the attack happened

Is anyone else interested in being a higher ranking officer to take command of training the cadets?
We'd also need to know what Cadet Corp. it is. If they are trained in small groups or if it's one group per year would make a difference, but it might be a high number considering the war has been going for over 300 years.

If no one else is offering to take a high-rank position, I can do it.
We should call Cadet Corp, the UA Academy <insert city it is in>. The most elite and prestigious military academy is known as the UA Capital Academy. Entrance is only possible through the AMST (Academic Military Standardized Test) exam, where test-takers need to score a certain amount in order to take another test, the CAE (Capital Academy Entrance) exam.
Our characters could have passed the AMST and CAE and have started their first day at the Capital Academy. Our characters are organized into squads where they learn together, sleep together and stay together at the Capital Academy.
