Here's some ideas I came up with based off things I've seen used in other places:
1. Humans are the dominate 'race' and the anthros/furries(maybe developed from normal animals)/not humans were once exotic pets for humans but have recently received rights as citizens.(I've seen this done in at least three unrelated web comics and I'm sure the idea is free to be used by anyone). This could easily be reversed where humans are not the dominate ones and some other species is instead, like Planet of the Apes.
How the anthros changed or were changed from normal animals to humaniods has a lot of potential.
2. Aliens come to earth from another planet to colonized earth and the human already there don't like it.
2. b The reverse of 2, Humans are forced to leave earth and colonize a new planet which is already inhabited or a ship crash lands there.

Awesome opossum. These look cool. And fortunately, I think if an idea shows itself in various locations, it's not a problem to borrow it for RP (actually, RP probably gets away with a lot more than published/for-profit things). That is a neat idea, though, exploring the change from animal to anthro, especially the societal impact which you touched upon with the citizenship.
And I especially like 2.b just because it appeals to me to turn the usual scenario around. Like... In Futurama, I think it was. "We're the alien invaders?" Especially if the humans need another planet to survive and aren't expanding just to expand. Moral ambiguities, ho! and whatnot.
