Rank and Structure

It varies how structures on from Starfleet, Vulcans, Cardassians, and others what positions were called. Below are some rank charts from the Federation's early days through the TNG era and beyond.

In the Romulan Empire their captains were called Commanders. For example, Commander Tomalak a known Romulan captain in the Star Trek: The Next Generations. Also rank structure is similar to the Vulcans. The Romulan rank of Sub-commander is an equivalent to a Federation Starfleet Captain.

In the Cardassian Union they had three rank system (in order): Legate, Gul, and Glinn. The rank of Legate is considered similiar to Admiral in Starfleet Command and high ranking flag officer in the Cardassian military. Gul is a commander of a vessel or installation. The rank of Glinn were first officers and a equivalent to the rank of commander in Starfleet Command.

Hmm. Where are you getting the titles from? Most of these were never in canon that I'm aware of. I say this not because I think canon should be strictly adhered-to, mind, but because I hope you aren't going by real-world traditions. I really suggest ot keep it light and fluid. Allows for the most player agency, you know?

I was looking at some Star Trek roleplay groups online. I am mostly likely to re-edit this list.

Okay I made changes and think this is better. This should be good for reference.
