He doesn't hate them. He's a little afraid of his targets just as his brainwashing programs him to make him think that whoever the target was, was the monster to kill his little sister. 
So is it possible that with time he'd overcome that brainwashing?
Hypothrtically he didn't get refreshing, would he start to see other perspectives or would he remember having no sister.
