HE stands for Human Element and is only applicable to human characters. It's basically the percentage of your character that isn't touched by cybernetics - one cybernetic usually docks about 5% of total HE, but really big ones are obviously more, at your discretion. If a person dips under 25% HE, you're looking at them becoming an AI.
