Government and Legal System:

The Orion Confederacy is a network of Systems and Sectors commonly aligned under the Confederate President, the official head of state of the Confederacy. The President is elected from an electoral college system, predominantly attuned to the Inner Crescent (the core worlds of the Confederacy). The electoral college system functions in that each Sector has a select number of 'deputies' who represent their electorate. These deputies engage in local delegations and hold the power to influence political affairs, before moving to a Congressional Proceeding for finalised votes.

The Confederacy retains a unicameral legislature, with the House of Deputies being the deliberative assembly assigned with electoral matters. Congressional proceedings are held on the planet Tulenis-4, Tulen System, Kavina Sector of the Inner Crescent. The Outer Crescent retains fewer seats within the House, giving them little power in the affairs of state. It's due to this lack of influence that large corporations, such as the Cygnus Prospector's Corporation have seized control of the general public, employing goon squads and other means to 'regulate' the Sectors. Each deputy has the power to elect the President who exceeds political competency and is usually a part of a bigger political party representing their Sector.

The Confederacy's political system has influential parties whom retain different ideologies and agendas. The Masons represent the Outer Crescent labourers and builders, whom are largely misrepresented in the political system, however they also retain strongly pro-human sentiments, such is the case of the integration of Izagame employees. The Vigils strongly believe in civil justice in the Outer Crescent, and have been accused of multiple cases of vigilantism. The Plutocrats are composed of large business owners and their employees, who wish to bring economic growth and opportunities in the Outer Crescent, but have been known for bribery and grafting. These and many others make up the political system of both the Outer and Inner Crescents of Orion Space.

Deputies who are aligned with a political party of any kind and are elected into Presidency are then restricted by the Charter of Unity, and must swear to uphold its values and tenets, else he risks impeachment by congress. The Confederate President then appoints a cabinet of secretaries to advise and administer different sectors of government.

The Confederate Cabinet

The advisory cabinet is made up of a number of secretaries nominated by the President after being elected by the deputies. Only a handful of candidates make it into the cabinet. The cabinet is comprised of incumbents of every sector in the government, including the Secretary of Defence, Secretary of the Navy, Secretary of the Treasury, Secretary of Diplomacy, Secretary of the Confederate Marines Corps, and so on. Each incumbent holds life terms until (if ever this happens) a vote of no confidence.

Once nominated into power, each Secretary holds authority over their government office. The Confederate Secretary of Defence is the chief executive of the Office of National Defence, and with the cooperation with the Supreme Commandant administers military affairs in both foreign and domestic environments. The Office of National Defence in particular has the power to counsel the President and declare war.

Diplomatic Relations Between Different Polities:

Currently, the Confederacy is under a peaceful concordance with the majority of the alien civilisations they've interacted with. In fact, some of them they've personally integrated into their society, such is the case with the Izagame and their efforts in the mining and naval engineering industries. Alas, such interactions are never truly consistent in the long run, for deep within the Boötes Void, many horrors have yet to surface.

The Stratori:

Situated in the far fringes of Wild Space, the predatory civilisation of the Enlightened Colony have been a thorn in the side of many freighter and transportation industries for a long time. The threat of seeing such Lovecraftian-esque vessels along with equally horrific beings aboard have greatly hindered the customer base of corporations such as the Decker Cab industry. The Stratori have also been accused of genetic experimentation and the kidnapping of humble ranchers and moisture farmers.

With efforts wasted to tame the vast expanse of Wild Space, the only Confederate vessels seen entering this wild territory are Sector Marshal Squadrons of starfighters and carriers. The Starwatch Detective Agency have also taken efforts to limit abductions and set up mercenary squads in the various control points of Wild Space.

Despite the mystery surrounding the Stratori, Confederate researchers have come to the conclusion that such a horrifying species could be present within the universe, although such evidence is based strongly on eye-witness accounts.

The Revenants:

Little is known of this civilisation of mechanical monstrosities. Historical accounts of this civilisation harkens back to the time of the Muscovy Coalition, on the fridge of the former Dushanits Sector, overlooking the Boötes Void. The Coalition had discovered a rift in space, leading them to a planetary system of mineral rich worlds. Whilst setting up a mining station, the expeditionary force was attacked by supposed Revenant forces. It wasn't long before the Coalition contingent was driven out of the System, leaving the mineral rich worlds to the Revenants.

To this day, even in historically sound records of the incident, the Revenants remain an incredibly elusive and mysterious species amongst the Confederate public. In fact, Dime Novelists and horror story writers have compared such a civilisation to the works of H.P. Lovecraft.

The Devi:

Over the course of the history of Confederalist control of Orion Space, the Devi Empire have strongly enforced efforts of diplomatic neutrality in the face of the Orion Confederacy. Despite their neutrality, smaller groups of Devi have made their way into the political affairs of the Confederacy, influencing the Outer Crescent Sectors and forming political coalitions in an effort to extend their reach.

The Devi's strong stance on slavery has caused much controversy in Orion Space. Such controversy has spawned various rudimentary activist groups and political parties in an effort to have their voices heard. Such bodies have usually met their inception from former enslaved races of the Devi. The Articles of Species which were ratified by Confederate President Henry Bowdre were a likely effort to limit slavery and servitude.

The Muscons:

Sharing a long history with former Muscovy forces, the Muscons have built a culture strongly influenced by Eastern European nation states, most notably that of the Eastern and Southern Slavs. Located in the Moskva System of the Abisha Sector, the Muscons were originally discovered by a Coalition Loyalist expeditionary vessel known as the 'NM Abisha'. Once discovering this species in the early 25th Century, they declared suzerainty over them and so began the long standing influence of Muscovy culture.

With Confederate power reaching its zenith in the 26th century, the planetary state of Nova Moskva shares a peaceful relationship with the Confederacy and retains sovereignty under their regime. The inception of the United Party, saw relations remaining stable, retaining a conservative perspective for Confederate control. The formation of the Home Freedom Party saw many bills never to be ratified or even considered by the Abisha Supreme Court. Over time, various paramilitary and militia forces began to surface, declaring true autonomy from the Confederate government. The Confederate Viceroy of Nova Moskva has since formed various law enforcement and counter terrorists posses in an effort to curb this growing uprising. Not long after Viceroy Caleb's efforts, the Confederate Marine Corps was sent for military aid, making the Abisha Sector a prominent hotspot of insurgent activity outside of the Inner Crescent Sectors.

The Tri-Abol:

A theocracy in hindsight, the Tri-Ascendancy is a largely militarised polity outside the bounds of Orion Space, bordering the edges of Wild Space. Due to their extensive contact with the Mechanus directly on the opposite side of their territory, they've left with little choice but to be in a constant state of conflict. With the armed forces being more sophisticated than the Confederate military complex, most Outer Crescent officials have seen the Ascendancy with much apprehension.

Despite heavy scrutiny by Confederate statesmen, the Ascendancy have focused their power in neutrality, seeming reluctant to encroach on any territories in Orion Space. Military alliances are strictly frowned upon by them, as they see the 'enlightened' as their main source of military power. But this hasn't stopped prospectors and missionaries to trade with the Ascendancy, buying star charts and other astronomical resources.
Orion Confederate Administrative Divisions:

1st Level:

The Sector -

The largest administrative unit, the Sector is an integral part of the Confederate administrative hierarchy. Although varying in size, the Sector holds roughly 5 subordinate planetary Systems under its jurisdiction and is governed either by a Lord Governor, Governor, or Viceroy in satellite states. A Sector Chief is the attorney general of the Sector and holds the highest authority in its Supreme Court. Sectors hold a certain degree of autonomy based on their legal registration by the Confederate Sectoral Rights Bureau. Generally, Sectors are considered states in and of themselves.

Registered:

Referring to Sectors legally registered as subnational entities within Orion Space. They hold jurisdictional authority over a number of Systems, ranging from 5 to 7. Registered Sectors must abide by the will of the Confederate President and the Confederacy as a whole. Due to this, these Sectors hold lesser autonomy but greater societal infrastructure. Most of these Sectors are situated within the Inner Crescent of Orion Space.

Autonomous:

These Sectors hold greater autonomy than all three classes, although they are subject to regional powers and businesses subverting the central government in place of a corporatocracy. Although there are exceptions, with the Autonomous Sector of New Galilee holding predominantly peaceful and centralised control of its Systems and territories. Autonomous Sectors tend to be further out of the reach of the Inner Crescent, making centralised control difficult. Despite this, their existence plays in part with the easiness of legally holding authority of these territories without explicitly policing and fully governing them. A viceroy usually holds authority over this under satellite states.

Unregistered:

Considered a political anomaly, unregistered Sectors are a rare occurrence in the political hierarchy. An unregistered Sector emerges as a legally indifferent entity, usually a result of a Sector war being won by the residents and subverting power over to a puppet government, such is the case with the Abram Sector War with Lightning's Regulators seizing control of the Sectoral government. These Sectors usually have yet to become political entities themselves under the eyes of the Confederacy, until legal integration into the hierarchy comes through.

2nd Level:

The System -

The Planetary System makes up the bulk of a Sectoral government. Depending on the size of the System, it could hold the capacity of up to 6 different celestial bodies under centralised control of a Deputy Governor. Not only a political unit, but an astronomical one, the System is a good foundation of the make up of a Sector.

Each System has the power to raise and commission military units under the Governor, Viceroy, or Lord Governor. Once military mobilisation takes place, they are often assembled at the System Seat and become part of a larger division of soldiers.

3rd Level:

The Prefecture -

Comprising of one of the two hemispheres of a planet, the Prefecture is made up of largely smaller counties of the planet in question. It is held under the jurisdiction of a Prefect, who is often elected directly by the County Legislature and is preferred to have experience as a Sheriff. The Prefect in question appoints a Cabinet of county advisors who have knowledge and experience in the judicial system, the local military, and financial affairs. It is not uncommon for a Prefect to also be called a 'Supreme Sheriff'.

Prefectures are divided into two categories: 'Boreal' and 'Austral' referring to the Northern Prefecture and the Southern Prefecture. The Prefect is under supervision of the Sector Chief who is the supreme judicial magistrate and represents the Supreme Court of the Sector. Depending on the current Prefect and their influence, the System Seat could be situated on their planet and Prefecture when armed mobilisation takes place.

4th Level:

The County -

Possibly the smallest unit in the administrative hierarchy (if you discount the locality), the county makes up a small unit in a Prefecture. Consisting of possibly thousands of regional jurisdictions, the county has the power to appoint and elect a Sheriff to administer the judicial affairs of the county. The Sheriff also has the power to form posses and even small units of militiamen under the eyes of the county quartermaster.
