All feedback needs to take the form of constructive criticism - that is, what you say needs to be relevant and have a point, and you should have thought about what might help the person to improve. Just saying 'it's great!' is no use to anyone, and neither is slamming someone's work. I class a stream of just plain negative feedback without constructive elements to be abuse, and you should already have read the rules before you start.
