Lazarus

The rules of New Versailles apply to this group and must be adhered to.

The Lazarus Division is a black ops branch of the US Military. Their goals are:

• The incorporation of supernatural skill sets to the US Army in order to enhance national defence and security.
  
  This is the primary goal of the Lazarus division. Supernaturals have abilities beyond those of the typical soldier, and the aim is to use them to the advantage of the military. Lazarus operatives are covertly sent into combat wherever their skills are needed, typically for very short periods of time, and whilst the mission parameters are often strict, the rules of the methods permitted during these excursions are far less stringent than they are in other divisions.
  
• The enforcement of the secrecy surrounding the presence of supernaturals in the United States.
  
  The US Government considers the presence of supernaturals to be both troublesome and potentially useful. In order for Lazarus operatives to go about their business securely, it is imperative that their presence remains unknown to the general public and cannot be detected by enemies of the state. The Legion often operate as a supernatural police force and are on-hand to respond to incidents that may expose secrets that the Government would prefer were kept under wraps.
  
• The analysis of other nations' supernatural capabilities and the development of a measured response system to any exterior threats.
  
  The recognition of supernatural individuals is a new and evolving science. The Lazarus division have an internal task force dedicated to the discovery of other countries' use of supernaturals and weighing the potential threat to the US for intelligence purposes.
  
  
  

The structure of the division as a whole is scattered across several pilot cities in the US. New Versailles has been selected to be one of the locations involved in the initial trial period.

The hierarchy of the division follows a typical 'area of effect' pattern. The Lazarus General co-ordinates the movements of agents throughout the country, whilst individual Colonels take charge of specific cities.

The internal structure of each city adheres to the

New Versailles' Legion reports directly to Colonel Rozelyn Carver (covert name 'Army'). She in turn reports to her superiors at headquarters and filters orders down from high command to the Legion Officers.

There are four different departments within the New Versailles Legion. They are as follows:

• Intel and Communications Team
  
  This department largely relies on computer and subterfuge skills. Hackers, translators, telephone operators, supernatural experts and historians comprise the majority of the individuals employed in this team. These are non-combat roles, though combat training is provided as part of a comprehensive development path.
  
• Strike Team
  
  The strike teams are deployed to numerous locations in the world to back up the regular army and provide tactical assistance where their skills may be of use. Within this department, there are several sub-teams based on the individual strengths and weaknesses of the members (for example, one team will be better suited to nocturnal operations if they are vampires, whilst other teams may need to be kept away from certain harmful substances, such as iron). These soldiers are highly trained killers and each team has a variety of roles available, from snipers to medics.
  
• Enforcement Team
  
  The local enforcement teams respond to city-wide supernatural emergencies and incidents. They are, in essence, the underground police. Maintaining operations on a street level is considered one of the most important undertakings of the Legion, and each operative is as highly trained as an agent of the Strike Teams.
  
• Technical Team
  
  The technical team concentrate on developing technologies that will assist the Legion. They were responsible for the creation of the 666 App (detailed below) and the team is made up of weapons experts, software engineers, graphic designers, mathematicians and developers. There are no combat roles within this department.

The 666 App is the Legion's equivalent of dialling 911. However, no call is necessary to contact Lazarus and most people don't know they're doing it.

The 666 App was reportedly developed by a conspiracy theorist. It looks like a game where the player earns points for taking pictures or uploading a status about weird things they've seen. A GPS marker is uploaded with the picture or status, thus giving Lazarus up-to-date data on the happenings in New Versailles.

The aim of the game is to earn enough points to cash in for 666 Conspiracy merchandise from the store, such as avatar unlocks, t-shirts and mugs (including cell phones and vacations, if you have enough saved up). The more information is provided, the more points are given.

Any emergent threats will immediately be responded to by one of the Enforcement Team.

Lazarus operatives must adhere to the following code of conduct:

• Fealty must be sworn to the United States of America and any betrayal of this loyalty will result in Section A termination (death).
  
• Complete obedience to the orders of high command is mandatory. Refusal will result in Section A termination.
  
• Fraternisation is permitted pending permission of the Commanding Officer (CO) of either party.
  
• All operatives will be provided with the appropriate tools to complete their assignments. Modification and improvement of weaponry is permitted, however any changes to software must be checked and logged with the technical team.
  
• Responding to a 666 alert is mandatory regardless of whether an operative is classed as on or off duty.
  
• The Rule of Fight Club. Lazarus does not exist. Its operatives are ordinary citizens. Anyone who is aware of Lazarus but does not actively serve must be reported to the Intel and Communications Team for proper documentation.
  
• Homosexual conduct is not punishable under any section of Lazarus personnel codes.
  
• Agents are permitted to use any tactic or strategy they perceive to be necessary. Extreme tactics must be signed off by the relevant CO.
