For our slums remodel, I'd like to offer the empty buildings to you, the players! You can make them illicit or dingy businesses, small one-bedroom cheap apartments, or suggest new buildings to be added!

Oooh I like this idea. Palm reader/fortune teller/psychic/relationship expert. Lol
I love the idea of little apartments. Maybe an area of them and ithers tucked away at random.
Also, homeless beggars. Creepy people in alleys trying to sell you bullshit magic charms. Maybe storefronts that aren't entirely enclosed... like you walk up to them on the street and talk to the person through a window thing. http://vignette2.wikia.nocookie.net/dragonsdogma/images/4/4a/The_Black_Cat_-_Storefront.jpg/revision/latest?cb=20130823151249 More peddlers and hawkers!
Some flooded areas maybe? In my book, the capital city's alums are close to a harbor, and most of the streets are flioded to the point of basically being canals. I forget if the Theriopolis patch is free to download but there might be some good stuff in there.
Boarded up doors and windows.
I would also get rid of the trees that border the slums on the side, and try to create the illusion of alleys that continue on.

A lot of these would require new patches, so maybe in the future! And Yveridia has underground springs, but they aren't near any lakes, rivers, or oceans, so flooded areas are a maybe. I really like the idea of shops stands though! And the NPC ideas are GREAT!
Also, a wandering cabbage cart, just for no reason.
And a guy who tries to sucker you into playing a shell game.
