New Petra. The Betrayer's City, the City of Second Chances. There are those unmentionable, even in the Pit. They say New Petra is where they go to dwell--that shadowy city carved from stone, out in the rough and unclaimed wilds of Hell. They say it's a freeperson's city; that even the lowliest servant can rise to the rank of a noble, there. They say the Great Bazaar imports directly from the Middle Plane. They say it's ruled by a soldier who once marched against his Lord, and by a creature from depths foreign even to the Pit.

They say a great many things. What will you find among the stones?

Did You Know?

Though in practice it clearly has its lords, New Petra is an Oligarchy on paper. It is represented to the rest of Hell by a council consisting of a Fallen, a lesser demon, a greater or noble demon, a military leader, and an economist.
