Given that it's the Grey Wardens, lore wise, what we mostly know is that folks can be from Ferelden (old England), Free Marches (old Scotland), Orlais (old France) and Antiva (old Venice).
There's also the Dalish from various clans that travel around. City elves are prominent. Mages can be from the circles that have broken.
The Qunari are also welcomed although those who come to Ferelden are those who have rejected the Qun or their religion.
Dwarves are either surfacers or outcasts from Ozarmmar.
So, is Vigil's Keep in Ferelden?

A caravan works.
The Dales story could also work given the area is in Orlais, but it's was unstable with civil war. Makes sense for them if they would want to leave the area too.
