Okay, just to get it right (I'm already working on my post and it's almost done), if my character wants to Portland and decides to take a shortcut through Silent Hill, would he arrive at the Observation Deck or has he to drive a bit through Silent Hill first?
Yeah, he'd come from the same direction James and Douglas came from, I think.

When we arrive, is the town already in "Fog World"-mode, where it's infested with monsters and chasms are preventing an escape, or is it just a deserted rural town initially?
Because the driver of my character decides to take a shortcut through Silent Hill and then it would make sense - at least for me -, that the driver already knows where Silent Hill is and has visited it before, but in its "ordinary town"-state.

It'd already be in 'fog-world' mode, such as it is, but the 'ordinary state' of the town itself isn't abandoned or derelict. James and Mary go on vacation there three years before Silent Hill 2 and it's just an ordinary resort town during their stay.
