This is only an example! Take and modify as needed for each unique community: Not every police/ guard force will behave the same!
- Only guards, Council, King and Queen are permitted access to the prisons without question or interference.
- The prison is not a place for civilians to be wandering through. It is not a tourists ground, it is a place for criminals of all kinds.
- Guards are actively in the area at all times (Including NPC's), either tending to paperwork, writing reports, training, eating or sleeping in the nearby barracks. Attempted break ins or break outs will be heard and noticed the majority of the time.
- The prison is not a place for civilians to be wandering through. It is not a tourists ground, it is a place for criminals of all kinds.
- The ONLY times civilians would be permitted into the prison is in the event of a citizens arrest or if they were requested to assist a guard in the capture/ transport of a criminal. Should a civilian wish to visit a prisoner (Lover, family, etc.), it is solely under guard escort. If escort is refused, visitation rights are refused. No exceptions.
- Once the criminal is subdued, however, the permission to be in the prison is revoked and the civilian must vacate the premises. This is for the civilians safety.
- If a Civilian needs to offer testimony or information, they are to speak with a Guard. Civilians will not be permitted to wander down into the prison.
- Once the criminal is subdued, however, the permission to be in the prison is revoked and the civilian must vacate the premises. This is for the civilians safety.
- Prisoners are NOT to be mistreated by guards (NPCS) while in custody pending emergency situations (I.e., information gathering that requires torture). (OOC NOTE: NPC's will not beat or maim a player character. A guard player character can if the player so chooses, but NPC's will not. This is for log purposes if in the event they are required. Players of prisoners may request for a Guard player to play NPC's mistreating their character if they wish, but it must have logs and if they are requested, they must be provided. This is not to be mean, this is a matter of ensuring everyone is playing fair.)
- Prisoners will be provided bedding, a blanket, food and water, a place to relieve themselves, and a change of garb. Medical attention will be provided as well if it is needed.
- Prisoners are stripped of all valuables. This includes jewelry, armor, weapons, prosthesis, etc. (Yes, this is a strip search.)
- If prisoners can not be trusted to wear their clothing but instead use it as a means of self harm or as a weapon, they will be rendered nude and any luxuries (Blankets, pillows, cups for drinking, etc.) will be removed.
- If prisoners can not be trusted to remain civil, their privileges to walk around their cell will be revoked and they will be chained to the wall via manacles.
- Sentencing of Hard Labor requires the prisoner to be bound by ankle and wrist manacles with a length of chain between. This will limit mobility, preventing escape or violent act while still allowing the prisoner to go about their punishment. Guard Escort (NPC's if no players are available) will be present at all times until the prisoner is returned to their cell. Once returned, the manacles will be removed unless the prisoner is one of violent tendencies. Then they will be chained back to the wall. (This is not to say escape is impossible when on Hard Labor punishments, just that it is difficult.)
- Prisoners will be provided bedding, a blanket, food and water, a place to relieve themselves, and a change of garb. Medical attention will be provided as well if it is needed.
- Prisoners with violent tendencies will be chained for the safety of themselves and others. Prisoners will be unshackled in order to eat, drink, and relieve themselves periodically through the day. Manacles are crafted of the following metals: Steel, Iron, Silver, Adamantite. Some restraints are enchanted to cut off ones connection to magic, can sap strength and speed. Procedure for binding includes:
- Wrist manacles bolted to the wall, keeping prisoners arms elevated and in plain view. Manacles of this variety are used on dangerous criminals.
- Ankle manacles with a short length of chain between. Manacles of this variety are used when a prisoner is at risk of attempted jailbreak but otherwise are not as dangerous. Prisoner can be allowed to walk their cell if good behavior is noticed.
- Collars with a short length of chain that is bolted to the wall. Restraint of this variety are used when a prisoner is at risk of biting or lunging at guards. Collars are used in tandem to leather or metal muzzles if necessary.
- Silver manacles, any style. Manacles of this variety are to be used on those suspected of lycanthropy to help limit or prevent their lunar shift and ensure they are docile until sentencing is complete.
- Iron manacles, any style. Manacles of this variety are to be used on those of Fae blood (Fae, pixies, elves, etc.) to help limit or prevent their magic and to ensure they are docile until sentencing is complete.
- Wrist manacles bolted to the wall, keeping prisoners arms elevated and in plain view. Manacles of this variety are used on dangerous criminals.
- Torture is a legal means of extracting information from criminals who are otherwise not compliant during basic questioning.
- Torture is only allowed in desperate situations when a criminal is impeding an investigation and when lives are at stake. It is not seen as a violation of rights (OOC NOTE:Not during this time period).
- Torture is not the first go to for questioning methods. It is a last resort.
- Torture can be carried out by members of the Royal court and approved members of the Guard. If a case requires such action, it must be requested and given permission by either the King, the Master of Law, or the Sheriff.
- Torture can not result in the deliberate death of a prisoner. Medical attention will be on standby to ensure survival. Medical attention is not to ensure the prisoner is not permanently maimed or crippled. If a prisoner is permanently crippled, it will be seen as part of their punishment.
- Torture is only allowed in desperate situations when a criminal is impeding an investigation and when lives are at stake. It is not seen as a violation of rights (OOC NOTE:Not during this time period).
- Prisoners can sometimes be relinquished to the stocks. This is a means of conditioning shameful feelings on bad behavior via public humiliation. All stockades are bolted into the stone, are of thick wood, and with thick locks. Guards are to make regular sweeps of the stockade yard to ensure safety of civilians. There are Four different kinds of stockades and pillories.
- Standing Stockade: Where a prisoners neck and wrists are enclosed within the device, forcing them to bend at the waist but remain standing.
- Sitting Stockade: Where prisoners neck and wrists are enclosed within the device but they are able to sit on a small bench. This type of stockade is lower to the ground.
- Ground Stockade: Where a prisoners ankles are enclosed within the device but are able to freely move their hands.
- Post and Chain: A thick wood or stone post with ringlets bolted into the sides. Prisoners hands are bound behind their backs and a short length of chain keeps them close to the post, preventing wandering or sitting and thus forcing the prisoner to stand for the duration of their time there.
It is not uncommon for civilians to yell at, mock, throw rocks, rotten food, mud or excrement, or cuff (smack) prisoners upside the head while they are in the stocks. While frowned upon, guards will not stop such actions. If Civilians become extremely violent (Actively assaulting or rioting) against prisoners to the point of grievous injury, however, the Civilians will be apprehended and charged with assault and disturbing the peace and will be placed into the stocks themselves for a period of no longer than two days.
(PLEASE NOTE: Prison breaks ARE possible, but you WILL need to think and plan IN CHARACTER how to make it succeed, as well as communicate with the lead guards/ admins to approve the escape plot.) - Standing Stockade: Where a prisoners neck and wrists are enclosed within the device, forcing them to bend at the waist but remain standing.
