Inside the police office, there are multiple cells, all with various suspicious looking individuals inside them. There are also walls and walls of filing cabinets, along with an interview room that has one way glass: one interviewer can be inside it, while others can watch from the outside.

Inside that room is a nervous looking man in janitor's uniform, in his mid thirties, trembling as he looks at the camera in the corner. No one is in there with him yet. It seems to be the person that found the body this morning.
Johann looks through the window at the witness for a moment, and lets out a sigh. He then signals an officer to be ready to take notes.

Upon entering the interrogation room, he gives a wave to the witness while closing the door. He takes the chair across from the witness.

“I’m Detective Johann London. I’d like to ask you a few questions, if you’re willing.

He nods eagerly. “Please, I’ll give you all the information I have.” He swallows, pushing back what little hair he has on his head: it’s bright red. “Um.”

The man nods. “Um. So, my name is Elshoff Nesbit and I’m the janitor for the council building.” He swallows, hands trembling, and says, “I usually come in round nine. Only came in early today because it’s my fiancé’s birthday, and we wanted to do something, not that we’ll be doing it now, but anyway i came in and unlocked the door and heard a gunshot.” He shuddered. “There were two shots, I didn’t see who did them. I come in through the door in the back, so by the time I made it to the main lobby the only one left was him.” He takes a deep shuddering breath. “H-has anyone told the mayor yet?”
“I imagine I’ll have the answer to that once I’m back at my desk.”
Johann can’t belp but flinch a bit at the thought of what that news will entail.
“Let’s focus on the incident for now. Is there normally anyone in the building before you come in?

Elshoff nods. “Um, I’m sure you know already, but the council isn’t in session right now, so usually I’m the only person in that building all day.” He swallows. “I don’t think anyone else even has the keys.”
“If that’s the case, then could you tell how the victim might have gotten inside the building?
