Leader: Captain Murdoch R. Forest
Alignment: Lawful Evil (with neutral tendencies)-- order & democracy is kept amongst the criminals, but they tend to look out for themselves instead of others beyond their group
Inhabitants: This grouping of pirates consists of seven ships, lead by their flagship, The Emerald Wavesplitter, and her captain. As a result, their core group is a mish-mesh of life's unwanted and has no predominating race unless dictated by the captain of each individual ship.
Inner Workings: Like a federation, they are held together by their shirking of conventional sovereignty and their willingness to take all and give nothing back; while each ship runs herself as her captain desires, matters of overarching politics and war fall onto the group as a whole. The captains of the seven ships occasionally convene when these matters come to light, and by the end of it all they tend to come to a vote or (in cases of dire stonewalled disagreement) defer to the group's founder, Captain Murdoch R. Forest.
As a side note, the band as a whole is pragmatic. There is no mindless pillaging, and often when there is the other captains have a tendency to vote on and ostracize--or even attack and kill--the captain and crew of the offending ship(s). Their aim is to survive in their rough, lawless lifestyle for as long as possible, and it's very hard to do so when every nation is already breathing down your neck. As a result, they can be very civil as a whole and cooperate with proper nations' and their trade networks when necessary. After all, ships are how cargo moves throughout the world, be it from one port to the next along the Expanse or between oceans when the Shrouded Seas' mists give passage.
