In the wake of war, a small nation such as Vos Valkear requires allies to aid them, whether they like it or not. Mercenaries are a good start, but brute strength alone wins nothing. Nations need allies they can depend on. And thus Vos Valkear needs to be open minded when dealing with others.
Those who have sent mercenaries to aid Vos Valkear are now allowed to treatise even further and perhaps even lay the foundations of an everlasting pact. Vos Valkear is nothing if not honouring of the pacts it has made.
Nations allowed to deal with Vos Valkear
Terel'Liren: For sending mercenaries to aid Vos Valkear and helping the Triumvirate's champion out once in the past.
Ahuachtli: For resurrecting their fallen warrior and sending mercenaries to aid Vos Valkear.
Ahn'Kahet: For sending mercenaries to aid Vos Valkear.
Nations who have yet to prove their worth
Osia: No contact made yet.
Azul X'ul: No contact made yet
Nishta: Met the prince, didn't leave a good impression. Still worth a chance at redemption.
Enerin: No contact made yet, but it's inevitable.
Archaia: No contact made yet.
Vothyl Syl: No contact made yet.
Nations who needn't bother
Coronet: Currently in a bloody war which Vos Valkear is unwilling to stop.
Holy Republic Federation: Tried to ally both Vos Valkear and Coronet at the same time. From now on unwelcome.
Ellaram: Past transgressions against the individual tribes got them at the top of their To-Kill list.
Alferheim: Past transgressions against the individual tribes made them extremely unwelcome.

Well, this will certainly be an interesting visit. Seeing as how Grey didn't leave the best of impressions with those soldiers he encountered previously.
Hm, well as ever Terel'Liren seeks only peace and co-operation with her neighbours. Not that they think there's much to fear from Vos Valkear in the first place. The Citadel Guard aren't even sure if the Monster Tribes know how to conduct actual siege warfare.
Which reminds me, I have diplomats to welcome...
