Colaborators, or perhaps those smart enough to know which way the wind blows. Members of the Civil Workers Union are responsible for ensuring that the system keeps on ticking over. These are your factory supervisors, office managers and landlords. Loyality and competence are essential. Members of the CWU have certain benefits above the standard citizen such as improved rations and less labour intensive work. They also have the opportunity for corruption, after all they do control the Civil Housing Blocks.

THE CIVIL WORKERS UNION

The Civil Workers Union (CWU for short) is the collective name for the various branches of the Combine machine responsible for organising humanities workforce. These human collaborators are what keep the cities in running order and ensure that industry continues to produce. Although members of the Civil Workers Union enjoy many benefits over their non-unionised citizens their lives are no less perilous, for although Civil Protection may pay them less attention they are often the first choice of victim when any of City 12’s resistance factions go looking for vengeance.

The Civil Workers Union is a bureaucratic self-organised entity that operates alongside City Administration. Separated into individual departments the CWU is structured in such a way to give relative autonomy to individual sectors, which invariably leads to corruption.
Department of Civil Housing
One of the largest departments the Civil Housing section is split into two primary groups. First is the allocation and overall resource management, these centralised offices work alongside City Administration to ensure that there are enough homes for the citizen population and that these homes remain fit for purpose (although many would argue that these homes are seldom fit for purpose). If you know the right people here and grease the right palms, a savvy citizen or unit can land themselves in one of the nicest areas of City 12.

The second part of this department relates to Block Wardens. These landlords are directly responsible for the Housing Block that they are in, usually found within the grandest apartments Wardens make sure that the facilities are in order and that the occupants are all in order. Although Block Wardens are not directly linked to Civil Protection they are expected to act as informers, submitting regular reports regarding tenant activities these busy-bodies are dangerous to get on the wrong side of. Like their administrative colleagues Block Wardens are some of the most audaciously corrupt citizens within City 12, for they hold a great sway of power over the occupants of their block, if they don’t like the look of you, you may soon find yourself out on the streets or perhaps even in the hands of Civil Protection on some fabricated charge.

Department of Industry

It is no secret that the Combine are ultimately here for our resources and although citizens are provided with the basic means to survive this still must be earned via hard labour. All citizens, regardless of ability, must work, those that cannot are removed of their citizenship and systematically eradicated. This grim matter is indirectly managed by the CWU department of Industry, for it is down to these supervisors and managers to ensure that productivity quotas are met consistently and without excuse. These officials recruit and allocate work on an individual basis, they then report back to state which citizens are producing and therefore will be allocated rations. Those citizens that do not appear on these registers starve, pure and simple. Jaded by experience these members of the CWU seldom view their employees as people anymore, they are instead little more than resources, a number easily replaced.

Department of Logistics

This branch of the Civil Workers Union is a back office function responsible for distributing resources across the City (with the exception of goods reserved by Civil Protection). These resources include (but are not limited to):
- Rations
- Clothing and hygiene products
- Medicine
- Furniture
- Gas and electricity
- Building materials
- Approved ‘luxuries’
It is not at all uncommon for certain items to ‘fall of the back of the wagon’ and end up on the black-market.

Rewards and benefits

The rewards system for members of the Civil Workers Union system is in a similar fashion to that of Civil Protection. Members are allowed access to better rations, improved accommodation and greater leisure hours. CWU members are also unofficially paid less attention to by Civil Protection, for it is not uncommon during routine raids for Civil Protection to ignore CWU member’s apartments. It should however be pointed out that although CWU members have sway over citizens whilst in their place of work this is not so outside of work, for with the exception of Block Wardens, once away from work CWU members have no real authority over their fellow citizens. Second to this it is also worth noting that CWU members are all subject to the same draconian measures from Civil Protection as everyone else, they may be given occasional leeway but this most definitely has it’s limits.
