Almost all Alts can perform magic (not being able to perform magic is so unusual, it would be seen as a physical disability). Magic is so common, that it is mundane. Basics are taught in school as a child, and most Alts can read several thousand magic symbols. Specialisation is taught at a university level, and specialising in magic is seen as a 'safe job that's always in demand'. What we consider 'technology' is run by magic in this world. Touch-screens, cars, forensic science and so forth are all constructed or performed using magic.

Altaire has a militaristic past, and before its unification into a single country fought many wars between its constituent factions, as well as many failed attempts at conquering the small island nation of Zira to its west.
