The Five Guilds of Highgate
Life in Highgate revolves around five dominant guilds, the leaders of which form a city council. Each guild has its own structure, internal politics, and rules. Anyone operating in a guild's sphere of influence without permission, such as a brothel unsanctioned by the Red Light Guild, is subject to punishment that may include fines, dissolution, or even jail time. Guild leaders are elected by popular vote, and elections happen for all five guilds whenever a current guild leader dies.

The Merchant's Guild

The Merchant's Guild is, naturally, in control of anything dealing with commerce. They run and approve stores that pop up within Highgate's streets, monitor the origin of goods and whether their trade was ethical or not. The black market is also a concern that falls directly under the guild as they are responsible for rooting out such business practises.
Perhaps something that might surprise some people, but the Merchant's Guild also takes crafters, tinkerers and builders under its wing. Despite the fact that not all crafters are merchants and vise versa, this practise has its roots in Highgate's history. Back when the revolution had just succeeded, the crafters had a hard time getting materials and presenting their products to the people. In those days it was the Merchant's Guild that aided these craftsmen and put their contributions on the man. Ever since then the Merchant's Guild represents crafting guilds as well as commercial guilds.

The Fighter's Guild

The Fighter's Guild provides Highgate's populace the chance to prove themselves in combat. The guild trains those who seek proficiency in the martial arts, weapons and tactics. In the past it was simple peasantry that took up arms against their overlord, so they allow anyone, regardless of social standard to train here.
Every guard, soldier and mercenary that operates in Highgate has to go through the Fighter's Guild for training and approval. Beyond physical training they also offer lessons on schooling and tactics. Some of the greatest tacticians in this part of the world trained at the Fighter's Guild.
The guild provides defense for the city and its surrounding villages. They also take personal contracts for merchants and citizens in need of bodyguards. Should Highgate ever be at war, it will be up to the Fighter's Guild to provide defense of the city. In such times all other guilds are expected to provide them whatever resources are required to keep Highgate's lands safe.

The Scholars' Guild

The Scholar's Guild has become more active and important over the last few years. At the very beginning of the city's liberation the guild mainly provided conservation efforts of secrets, lore and magic left behind by the Ergol family. As the guilds started to grow, they did so at a very fast rate.
Today the guild is responsible for all things science and magic. Many wizards, bards, healers, artificers and alchemists actively share their resources with one another and train within the Scholar's Guild. Their library has a great many works, most of which are open to the public. They nurture the thirst for knowledge and education, offering classes for the common folk to take to better themselves. They're in charge of schooling and most every citizen has studied at least one subject at the guild's school.
Their ultimate role is further their city magically and scientifically and share their findings with the other guilds whenever they stand to benefit. While there are many who would further their personal agenda, the Scholar's Guild stands for an equality of knowledge. This is the most important pillar upon which the guild is built.

The Adventurers' Guild

While easily disregarded as a guild for hobbyists and would-be heroes, the Adventurer's Guild serves an incredibly important role within Highgate! Whereas the other guilds apply knowledge, the Adventurer's Guild unearths it. They're in charge of discovering ancient ruins, mapping the world in which we live and keep outsider menaces from threatening Highgate and its villages.
Back in the times of the revolution it was the Adventurer's Guild that protected the roads, scouted ahead for danger and performed guerrilla warfare against the oppressor. Nowadays their role has been more focused on exploration rather than scouting. Whatever treasures the adventurers find, the city reaps reward. Not only in a percentage of the profits, but also in the knowledge gained. The more you know about your land, the better you can utilise it.
Out of all the guilds, the Adventurer's Guild is by far the most exciting one. The promise of adventure and glory draws many people from the far corners of the world to join the cause. It is, however, also the most dangerous. Adventurers get sent into some of the most dangerous areas around Highgate. While the guild advocates safety and staying vigilant, accidents do happen. But for an adventurer, that is all par for the course.

The Red Light Guild

Some might consider the red light district having official representation to be an odd choice, but like most things in Highgate, its origins lie in their involvement in the revolution. Back in the days when people lived under oppression, many pleasures were taken from them. The few things that people had left were alcohol and sex workers. Back then the sex industry was hardly regulated and the workers got hurt often or put in terrible conditions. But as people began banding together, the workers got protected by a citizens militia, which some claim were the spark that led to the revolution. In trade brothels doubled as clubs where people could enjoy themselves away from prying eyes. In short, they kept spirits high during dark times.
After Highgate's ascension, the Red Light Guild was made. Making sex workers autonomous ensured that they would be safe during their practises, no longer having to live by the hand of a pimp or some seedy criminal. Everything was suddenly legalised and it blossomed a sexual self-discovery for the citizens of Highgate, and beyond. To this day, Highgate's citizens are known for many things, but being prude is not one of them.
Beyond sexual institutions, the Red Light Guild also provides a voice for the entertainment industry. Theatre, musicals, sporting events and even holidays all fall under the jurisdiction of the Red Light Guild. It is a highly respected institution within the city.
