Yes, most of the vampire stories will be composed in The Inverted Manse. However, if your character wishes to roam the streets at certain times and be incorporated into another story, then it will take place in that story. For instance, Dregan can walk onto the Traveller's Inn as an NPC, he can even volunteer for the adventurer position and will then be classed as a participant. If you wish him to be only an NPC for that scene then he will not be expected to participate beyond the scene setting in which he appears.
