Because many of the earth's resources have been destroyed after the nuclear fallout, humanity was forced to look for their resources elsewhere: scrapyards, old relics found in bunkers or buildings, etc. At this time, Victorville is the most technologically advanced city. Electricity: Victorville generates electricity, but they are frugal with how much power its citizens are allowed to have. Power outages are common.
Clean water: Victorville has access to produce the best clean water.

WEAPONRY Although high-tech sidearms (including laser rifles and pistols) were commonplace before the nuclear fallout, they are much more difficult to find and maintain in the current timeline. Characters are more likely to come across shoddy pre-war weapons such as your average pistol, shotgun, or rifle, and many require a gunsmith to fix them up. Melee weapons, on the other hand, are widely used and cheaper to purchase. While it is possible for characters to build weapons from scratch, the resources needed are scarce, as is ammunition.
