Owned by a local system government. It is just far enough away from the borders of both major powers for it to be difficult to garrison with troops and ships. It would be a logistical nightmare for both sides. However it is close enough to make it very profitable for traders to move in and out of. As a result it is one of the major trade hubs in the ever expanding bubble of human influence. If one were to stick to the main populated areas of the station, the worst that might happen is getting your pocket picked. The deeper you go though, the more debauchery you can find along with all kinds of black market back room deals going on.
