So basically.
Some well off(?) white dudes of influence cobbled together a “new age” movement using their interest in sex, magic, and the occult…
And it’s just a mish mash of misappropriated cultural and religious practices that the average white Londoner of the time would have limited knowledge of.
I just keep picturing Scooby Doo villains!!!

What if these cultists or... people seeking power who have miners at tyheir disposal.... what if many try to converge here over there years for something deep in the mountains?
Is it the things Caprice and the witches and Dragons have kept at bay?
Is it a resource?
A magical well spring?
Special crystals?
Old relics?

I remember Dunwich Borers. The only interesting thing in Fallout 4 LOLE
Could be something like a small vein of some crystal that can imbue items with otherworldly power. The vein is small, not enough to kit out a bunch of people but elites. Give you a taste that'll drive them mad for more.
Though could have some old relics in the hands some of cults already, like the Gregs have one, the Joe Mamas got one,. Mayone one cult has two but it's more to keep their leader alive who performs cannibalistic rituals to keep himself alive.
