The location of skeleton's base is underneath the Old Stave church. It was originally just a simple underground base for the skeletons to retreat to but with their growing number to offer proper protection, they decided to speak with their creator and master who approved the idea of an extensive area purely for them with a whimsical laugh.

The first layer - Garrison, check point
The first layer has changed to a garrison/check point for protection and for checking mortals for a special invite: The Dewell Magic Emporium business card and special grade Bone Token. The only people who don't need to provide such a thing OFFICIALLY is Vik and of course Jackson. Unofficially, Vince and Gil are allowed as well.
Layer 2 - Barracks
For quick response and for rapid deployment as well as additional protection. This layer cannot be skipped and has special enchantments and changes the layout of the elevator. One must cross the barracks to reach the elevator on the other side. Stealth detection enchants, traps and skeleton buffing totems have been set and hidden away to assist in defending the hidden town.
Layer 3 - City square, currency exchange
The entire layer is dedicated to economy and bureaucracy. As much as the skeletons share their creator's hate for taxes total distrust of the government, they realize that they do need a semblance of one to keep them in line or else it would just be chaos and trumpets randomly going off. The red house is where the most laws, trader list and invites are managed. The currency exchange for regular money to bone tokens and back out in case someone needs to cash out.
Layer 4 - Merchant layer
The bulk of where all items are made that aren't made by Jackson directly. They are often in need of resources to repair and keep the platoon of skeletons armored and able to combat things. They will provide traders with a list of items that they require that the trader can reasonably fulfil. In exchange, they can get items or tokens if the trader has been given a 'Trader Token' which restricts them only to Layer 3 and 4.
Layer 5 - Residency, creation chamber
The layer where the skeletons live and will spend most time when they aren't on garrison duty, patrolling or working. The housing can be a bit small to accommodate for the numerous skeletons. There are larger homes for when humans visit, but currently there's only two. In addition to this, Jackson can create additional skeletons and let them pick what makes them, them. Any changes to their bodies can be made here.
Layer 6 - Leisure
The last and final layer. The skeletons can be relentless when on task and commanded by their creator, but on their own they are like many others, thanks to artificial sentience and crave ways to unwind. Activities and even an underground spring can be located here but they don't dare to dig further down due to locating some strange artifacts and for safety concerns.

Yeah that could work, with them collecting the items and even seeing some changes on skeletons who hold onto these artifacts instead of turning them into Mayor Smerples, who has cat ears on their head.
